Fourth Refining Unit Project and its Auxiliaries General information about the project/scope of work The project includes Establishing a refining unit with a capacity of 70 thousand barrels/day. Establishing a liquid gas unit with a capacity of 167 tons/day Flare System with a capacity of 550 tons/hour Production services group Steam boiler with a capacity of 100 tons/hour Primary water treatment unit 1225 cubic meters/hour Sea desalination unit with a capacity of 600 cubic meters/hour River desalination unit with a capacity of 200 cubic meters/hour Boiler water treatment unit with a capacity of 200 cubic meters/hour Linking pipe network Project objective This project aims to increase the production capacity of Basra refinery from 210 thousand barrels per day to 280 thousand barrels per day, which in turn leads to an increase in petroleum derivatives products of all kinds. Project Basics Contract Type: Turnkey Contract Signing Date: The contract was signed with the Czech Techno Export Company on 10/19/2015 Contract Activation Date: 6/20/2016 - Site Handover Date: 6/26/2016 - On 9/19/2023, the work was withdrawn from the previous contractor (the Czech Techno Export Company) due to its procrastination in the work - The deviation was addressed through the esteemed Cabinet Resolution No. 23513 of 2023, which stipulated the exemption of the Southern Refineries Company from the instructions for implementing government contracts for the year 2014 regarding direct contracting with the secondary contracting companies working on the project before withdrawing the work from the previous contractor. The completion of the remaining works in the project was initiated by the secondary contracting companies working on the project when the work was withdrawn from the previous contractor, as well as the self-efforts of the formations of the Southern Refineries Company. On 12/15/2023, the work was completed and the refining and liquefied gas unit was operated at 100% capacity and all products were transferred to the production lines. The unit was opened on 12/23/2023 by the honorable Minister. The unit is currently in operation. The flare unit was also operated and the connecting pipeline network was inaugurated. It is worth noting that the refining unit is currently fed from the energy services units operating in the refinery and will be fed with production service materials from the production service units attached to the project when work is completed. Work is currently underway to complete the remaining work in the production service units of the project (boiler unit, water treatment unit). The project is currently in its final stages. The decision of the Council of Ministers and the self-efforts of the Southern Refineries Company have resulted in the operation of the main basic unit in the project (the fourth refining unit and liquefied gas at 100% capacity). Only the two production service units attached to the main unit remain. The second phase of the project has been launched, which includes completing the remaining work in the steam boiler and water treatment units. Water is planned to be operational during this year.
